Why convert AVIF to WebP instead of JPG or PNG?
WebP simply had a multi-year head start: it landed in every major browser and image pipeline well before AVIF did, so plenty of CMS plugins, older tools, and upload forms support WebP but haven't added AVIF yet. Converting there instead of JPG keeps most of what made AVIF worth using in the first place, while landing on a format that's had more time to reach places AVIF hasn't yet.
Unlike converting to JPG, this keeps transparency intact if the source has any, since WebP supports it the same way AVIF does. The file ends up a little larger than the original AVIF, because WebP's encoder simply isn't as efficient, but it's still meaningfully smaller than JPG or PNG at the same visual quality.

This is the short step rather than the full retreat, and it's often the right one. AVIF is the newest of the widely-viewable formats and therefore the least accepted outside browsers; WebP is several years older and turns up in far more allowlists, while still being dramatically more efficient than JPG or PNG.
So the question is what rejected your file. If it was a tool that simply hasn't caught up with AVIF, WebP frequently clears the bar and you keep most of the size advantage. If it was a form validating strictly against JPG and PNG — which is common in government portals and older corporate software — WebP won't help and you need to go all the way back.
What survives the step
Transparency does, which is the main practical reason to choose WebP over JPG here: both formats carry an alpha channel, so a cut-out background comes through intact instead of being filled with white.
What doesn't survive is the same as any lossy-to-lossy conversion: this is a second encode, and a little detail goes each time. Keep the quality at 80 or above, and if you still have the file the AVIF was made from, converting that directly gives a cleaner result than going through two lossy generations.

Should I convert to WebP or all the way to JPG?
Start with WebP. It's accepted far more widely than AVIF while staying much smaller than JPG, and it keeps transparency. Only go to JPG if WebP is also rejected, which usually means a form validating strictly against JPG and PNG.
Does transparency survive?
Yes. Both AVIF and WebP support an alpha channel, so a transparent background comes through unchanged. That's the main advantage over converting to JPG, which would fill it with solid white.
How much quality do I lose?
A little — it's a second lossy pass over an image that has already been compressed once. At quality 80 or above it isn't visible at normal viewing size. Converting repeatedly between lossy formats is what you want to avoid, since each round works on a thinner image.
